Import Duty Estimator — US Customs Duty, MPF & HMF

Estimate US import duties, Merchandise Processing Fee (MPF) and Harbor Maintenance Fee (HMF) for customs planning. Enter cargo value and applicable duty rate.

Quick answer: Total customs charges = Duty (customs value × duty rate%) + MPF (0.3464% of value, min $31.67, max $614.35) + HMF (0.125% for ocean shipments). Duty rates vary by HS code and country of origin.

How to Use This Calculator

  1. Find your duty rate — search your product's HS code at hts.usitc.gov. The general rate of duty is in Column 1.
  2. Enter customs value — FOB (Free on Board) value — cost of goods plus export packaging, before freight and insurance.
  3. Select freight mode — ocean shipments attract the Harbor Maintenance Fee; air and truck do not.
  4. Add Section 301 tariff — if importing from China, additional tariffs of 7.5–145% may apply depending on the product.

Worked Example

$25,000 of electronics (5% duty rate) from China via ocean, with 25% Section 301 tariff.

  1. Duty: $25,000 × 5% = $1,250
  2. Section 301: $25,000 × 25% = $6,250
  3. MPF: $25,000 × 0.3464% = $86.60
  4. HMF: $25,000 × 0.125% = $31.25
  5. Total: $7,617.85 (30.5% effective rate)

Section 301 tariffs on Chinese goods dramatically increase customs cost. Always calculate the full duty burden before purchasing — it significantly affects landed cost and product margins.

Frequently Asked Questions

MPF is a CBP user fee applied to most commercial imports. The rate is 0.3464% of the declared value, with a minimum of $31.67 and a maximum of $614.35 per entry. It applies per customs entry, not per shipment. Multiple shipments on one entry share the max cap.

Shipments with a fair retail value under $800 (the US de minimis threshold) can enter duty-free without formal customs entry. However, China-origin goods no longer qualify for de minimis treatment under executive orders effective May 2025. Check current CBP regulations.

Use the USITC HTS online database at hts.usitc.gov. Search by product description or HTS number. Column 1 (General) shows the standard duty rate. Column 2 is for non-MFN countries. Additional tariffs (Section 301, Section 232) are listed separately in the notes.
